It’s all very vague.

How do you know she was Sophia Waters sister if you have no baptism for her showing her parents names?

You need to establish for definite her father was William otherwise you could research the wrong person.  Did she marry in 1841?  If so - who to?

Where has Susannah’s name come from?

Are you taking your info from the 1841 census?  Rebecca 25 and Sophia in the same household as William aged 60?

There is a baptism for a Sophia Waters at All Saints, Mountfield, Sussex on 15 April 1822 daughter of William and Susanna Waters.

There are no baptisms of a Rebecca Waters at all.  The only Rebecca baptised in Mountfield in this time frame was Rebecca Morris bp. 20 July 1817 at All Saints.  Father William Morris mother Susannah Morris.

I suspect a remarriage by Susannah and that Rebecca and Sophia were half sisters perhaps.

Family search has an 1817 marriage of William Waters and Susannah Head at Burwash on 4 April 1817 but can't see the actual entry to check if she was previously married - although I doubt if that would be recorded.

Actually forget that because to fit this scenario a Susannah marriage to a William Morris is needed, just prior to the baptism of Rebecca.
