Is your man in Aberavon in the 1861 census? Is the excerpt from the actual church register or from the Registrar's copy? Did your man sign?

A strong accent misinterpreted may be the answer.

It does not help much but remember that "heol" is the Welsh word for "road". There are quite a few heols in Aberavon, although most streets have English names.

Also, about 2 miles away on the outskirts of Neath is a Howel Rd just North of the Balti Shop (which probably was not there at the time!) where the Pant yr Heol comes close to the canal.

It looks like Howell to me as well, but when searching the maps, keep an eye out for Hewett, just in case the T's weren't crossed (or the ink long faded).
