If in Kent this ties up with the 1851 census where he is in Elham in Kent as a teacher of languages, which is what I think your clip shows.
He says born in Holland though.

I have the UK naturalisation papers (1854) for Joseph Seeley who was born in Denmark in 1824.

I downloaded his naturalisation papers from National Archives. States born in Denmark 1824, lived in England 15 years, with wife and (at that time, 1854), one child, living in Holywell St as on daughter Malvina's baptism cert.
