I would think she is dressed as a gypsy girl or a Turkish dancer. It is a very elaborate backcloth.

Very odd backdrop. Looks like a bomb site but I digress.
She looks to be some sort of performer. Her slippers & costume indicate dancer.
Whether pro or amateur it's hard to say but many professional entertainers had their photo's taken & they became very collectable. Commonly called stock photo's.

I thought there might be a semi circle loop with bells attached and she had her hand behind a downward bar...but it might be me just trying to make sense of it Pat ::)
