All these do not help finding her marriage and Stephen 1867 is a problem. The only marriage around this period is the one that  maddys52 found to Thomas in Birmingham 1869, this would make Stephen illegitimate but Thomas could still be the father.

ADDED. Maybe baptism for Stephen...

Stephen Jones.  baptised  5 Feb 1867, All Saints, Liverpool.  father Stephen,  mother Elizabeth.

Looks like Stephen is one of these deaths...

Are you trying to work back from Arthur Thomas Jones, or towards the present from Elizabeth Goodwin?

With a name like Jones, there is a danger that we'll end up following the wrong family. "Start with what you know" is the mantra.

Assuming that you are starting from Arthur:

There are 3 Arthur Thomas Joneses registered in the Liverpool area in 1906, but none in 1907. Have you any other reference for his date of birth, the 1939 Register, for instance?

Does his marriage entry mention his father's occupation, or does it just say "deceased"?
