Gadget has the right of it "Failzie" pronounces Failie, penalty for breach of a bargain. Used to prevent frivolous calling of the banns. The moneys promised by a cautioner, pronounced cayshoner!

My first thought was 'Tailzie' but the context & explanations make 'Failzie' much more likely.
