Looks like a relation in Monmouthshire (?) was trying to locate Thomas Crispin PHILLIPS in 1877.
A newspaper advertisement

Messages, Missing Friends
PHILLIPS,—The Friends of T. C. Phillips, formerly of near llfracombe, Devon, England, are anxious to discover the whereabouts oŁ the above. His last known residence to his friends was Anderson-street, East Sandhurst, Victoria. If alive he will greatly oblige by communicating, or any friends who know anything further about him will also oblige by addressing a letter to J. Phillips, West-street, Newport Mon., England. 1877
