Naturolization Petitions

Some of my relatives moved from Mayo, Ireland. On their papers it describes them as having dark complexion. Can you please explain what that means?
Ireland: Mayo - O'Malley, Malley, Currigan, Lynchacan. Antrim - McAuley. Louth - Byrne. Down - Smith.

England: Lancashire - O'Malley, McCauley, Foster.

Possibly - dark features, black hair, dark complexion and eyes  :-\

Thank you Sandra. Yes they also have brown eyes and dark brown hair.
