What is this Belgium document?

My family has Van Couwenberg's in it.  Anybody know what this document is?  Can you translate it?

OK. It's written in French and is a certificate stating that Jacques van Couvenbergh (26/6/1821) son of Jean Nicolas van Couvenburgh and Jeanne Dorote Kerrimans was drafted into the National Militia of Anvers in 1840, and incorporated into the 1st Line Regiment where he served from 1840 to 1848 as a Militiaman. Dated 20/1/1852. Basically his discharge papers.

Anvers nowadays in Antwerp, in Belgium, but I *think* at that point was in the United Kingdom of the Netherlands? C19th European borders chopped and changed for the laugh. If you can tweek the resolution up a tad more I can get a better translation for you.

PS Our petit copain Jacques shares my birthday. How weird is that?

OK then. I passed the image to a friend who is fairly fluent in modern French, and this is what we've come up with between us. Te only bit I'm really not sure of is the place name, which looks to me like Oppicers but I'm not familiar with the geography of the area.
