This may be the Joseph Froud with a pre-war number from 1904 who served with 2nd and later 1st Royal Scots Fusiliers throughout the Great War and was awarded the Distinguished Conduct Medal for his service particularly during the last year of the war. He was already a serjeant when he went overseas with the BEF in October 1914 so being Lance/Sjt in 1911 would add up.

I write may be because the only records surviving are the medal records which have, with one exception, no personal information.  The exception is that his DCM citation (in 1919) has his place of residence as Vauxhall London - would that add up?

I think it does I have found a medal card for the one with the DCM and clasp and roses? The number 8461 matches the absent voter at 25 Broadhinton Road S.W.4 in 1918 and 1919 and at the same address is a second absent voter with the same name as my Joseph's brother this one is Arthur Froud 49887 O.A.S. Durham LI  What does O.A.S. stand for please

They have got Arthur's number a little wrong, he was 49867.  On Active Service.
It certainly adds up for Joseph.  The citation for his DCM is on Ancestry.

i now know his daughter married a CSM of the 1st Btn RSF he was 14196 Eugene Allan.
I also now know that Joseph fathered a childin 1925, and in 1929 when his first daughter married she gives his occupation as "acting Sergeant war Office Police royal Arsenal" and her address as Police quarters ABBEY wood so he must have been discharged between 1925-1929  can that information help me find his discharge papers anywhere?

If, as you have thought, he was serving beyond 1920, then his papers will still be with MOD.
https://www.gov.uk/get-copy-military-service-records/apply-for-someone-elses-records.  (In 1929 the proper title was War Department Police in case you need that for further research).
