Search trove using "e h m ratcliff".  It would appear that a charitable trust in his name exists today.

They owned the land until the 18th of August 1939 when it was acquired by Ernest Henry Montague Ratcliff (1863-1938).  Ernest was also a Director of the nearby Glen Iris Brick Company.

Thank you everyone!  That is awesome.  I would love to know how you find this info.  I had searched bdm and couldn't find anything.

When searching bdm try using entries such as Er* instead of Ernest
Or use middle name
Also widen the dates as sometimes a December birth can be registered in January the following year
