I have the following person who is a bit younger according to the 1940 census, but I wouldn’t dismiss her as a possibility.
In December 1941, the Poughkeepsie Journal has an article on naturalisation. One of the names is a “
Catherine Fern Ryan Mcmillan, Glenham, native of Scotland” (Note Glenham is a hamlet in Dutchess County, New York)
There is this person in the 1940 census (b abt 1910, so a bit younger):

This is the the other son (Daniel Angus McMillan gets married in 1957 and is mentioned as the son of Wallace A. McMillan)
