Restore, Brighten, Date Help - Unknown Family

I know this photo is awful, but can someone, please, maybe brighten or restore enough so that maybe I can recognize who this family is? If unable to restore, can anyone help date it from the clothes we can see?

I have done my best with this, I must say it was not what I was expecting.

It's the scan as well - very compressed so the 'blocks' are disguising the features.

A quick try - will see if I can get more out this afternoon.

PS - any chance of a rescan with no jpg compression

Not sure if this is any better. I've tried some de-jpg, etc. I'm on a small laptop so difficult to tell.

I will rescan. What do you want me to save the file as? PNG?

Save it as jpg but with no compression - not sure how your scanner works but sometimes it's called 'best quality'  or highest number .

png are good but they tend to be larger files.

Sorry - forgot to say - try to scan at at least 300 dpi.
