Please help to read a letter

It's a big handwritten letter from 1960s, first page is written clear enough, but then there are places I can't read. I hide names and some personal details, they don't matter for the sense. Hope you can help.
I'm a researcher in subject of White Russian emigres (first wave of Russian immigration after the Russian Revolution of 1917) in Ireland. I'll be happy to know about other Russian graves in Ireland.

He blames xxxx for his not having been employed subsequently on RTE.

xxxx proposal was that in view of the Taoiseach's statement a short while ago about opening up Irish diplomatic  ? in Eastern Europe & in view of the complete lack of knowledge in Ireland of Eastern European matters, a fact finding and information bureau should be set up with himself in charge.

(and this?) while he looks a spry 65 he is probably over 80.  While he would evidently make a good Russian teacher for interested officers of the ______ his political views might not be always of ________ value e.g.

b)  after the mission there and India(?) -—— some others sprang up immediately.
c) in the (summer?) before  the mission there were in Czechoslovakia many Germans and us. Out of uniform servicemen, —-ibly as tourists
