It is certainly possible, if he was widowed twice or divorced.  But equally they could be completely different people. You cant tell just from the index entries.

Have you found "your" Thomas in 1911 census?
Have you found the one who married a Harriet in 1909, in 1911 census?
Edmonds/Edmunds - mainly Sussex
DeBoo - London
Green - Suffolk
Parker - Sussex
Kemp - Essex
Farrington - Essex
Boniface - West Sussex

No, you can definitely rule him out, his father was William Buckle (Deceased), a tailor. Although he was a widower according to his marriage certificate.

Interesting though, I see that your Thomas gives his father in 1900 as Joseph Buckle (deseased) a tailor.  ???

In your other topic you are looking at George P Buckle born 1907 , son of Thomas William. There is a WW1 service record for Thomas William Buckle born 1884 which gives his wife as Harriet Collins and lists children George Percival 1907 and Evline born 1910. It mentions a marriage in Leeds 08.12.09. It seems to be the same Thomas William Buckle.
