I realised later that I was using the wrong county when looking for Frances' birth.

On free bmd between 1850 and 1860 in the county of Berkshire there is just one birth:-

Births Jun 1852   
BARRETT    Frances Ellen        Abingdon    2c   242

And the GRO produces this one:-

BARRETT, FRANCES  ELLEN     BOWELL     
GRO Reference: 1852  J Quarter in ABINGDON  Volume 02C  Page 242

A phonetic search on surnames on free bmd still produces just the one birth as shown above.

Similar sounding surname on GRO produces the below:-

BARRATT, FRANCES       TOMKINS     
GRO Reference: 1852  M Quarter in BUCKINGHAM  Volume 03A  Page 455

No second name for this one.
Ashford: Somerset, London
England: Devon, London, New Zealand
Holdway: Wiltshire
Hooper: Bristol, Somerset
Knowling: Devon, London
Southcott: Devon, China
Strong: Wiltshire
Watson: Cambridgeshire

Right so there isn't a second one to worry about then thanks for clarifying.

It must have been the 1856 year of birth on census causing a problem. 

So we still need to find what happened to her after 1891.....

1871 for Annie - nothing to do with Frances Ellen/Eleanor
1871 She was with her brother Joseph and wife Julia

I may be wrong but I think that the people who have posted earlier are saying that Frances Eleanor/Ellen Barrett are one and the same person. As you say she was with her family in 1861, with her brother Joseph and family in 1871, then in 1881 possibly visiting Annie Wall (perhaps this Annie Wall may some how be connected to John Walter Wall, perhaps that is why or how Frances met Mr Wall), then possibly working as a Housekeeper in Gloucestershire in 1891.

Yes I have - the same is on Ancestry; it's already come up earlier in a post from ciderdrinker.
At least two bits of it are wrong.
