A thought - have you tried looking for their 1881 neighbours on the 1871 census?

Is their any reason why you cannot locate them by their name/names, if we can help just what is the family name/s?

The only address in Monmouthshire to include the word 'Merchant' before 1881 was Merchant Street in Newport (according to an address search using TheGenealogist website).

Maybe the houses on Merchants Hill were built after 1871, or maybe the name of the road was changed.  I would suggest you look at old maps of the area to find out what was there pre-1881.

Unfortunately, the "usual suspects" (FrancisFrith, AlanGodfrey, old-maps and others) don't have any maps earlier than the 1880s.  I haven't found a website for older maps of Pontnewynydd yet.

I can't find a older map either Philip.

Some of these photographs and their captions show the Merchants Hill Baptist Chapel, which was evidently built in 1888: https://www.geograph.org.uk/search.php?i=83606602

The adjacent houses could well date to the same period, but I'm not an expert in dating old buildings.
