Did they give addresses on the marriage certificate?
Did Irene have an occupation on that certificate?
Are the witnesses connected?

There are electoral registers showing David with Kathleen in 1934 and earlier and Irene in 1935 in Finsbury. Is that your family?

Yes, Kathleen was David's sister. The address was 8 River Street on the marriage certificate. Irene was listed as a domestic servant, and David as a retired boot and shoe maker (he was about 25 years older than her). Both fathers are deceased. Witnesses are Henry Herbert and Erenest J. Howland. No known connection to either party. It was a register office wedding so they probably didn't know the couple.

Frank's estate ( http://www.rootschat.com/links/01m1u/  ) record gives two addresses, one in Cork the other being "6 Foster Road, Formby, Liverpool".  Could that be where Florence headed to after his death?

Did Florence have siblings or living parents at the time of Frank's death who might have supported her and her daughter?

Quite possibly! Sadly, both Frank and Florence had lost their parents by 1922. Frank's died in 1920 and 1890, and Florence's died in 1910 and 1902. Frank had siblings but Florence didn't have any.

Neither listed there in spring 1923 (Thomas Dean + Margaret Inglis Dean are now at number 6 Foster Road, they had previously been at number eight)

Got a Florence and Irene Pepper in West Bridgford in Nottinghamshire in 1930.
Don't know how likely that is.
Listed at 22 Highfield Grove.
Florence has votes in both local and parliamentary, Irene only parliamentary. So Florence is senior, so to speak.

Also at number 22 were Cyril Turner Wright and Doris Wright.
All still there in 1931 (last one available to see)

The 1930 one in Nottinghamshire is certainly likely. I don't imagine there are many Florence and Irene Peppers, especially not living together. Thanks for that. That narrows down the death date a bit more.

I see a death of a Florence Pepper in Mablethorpe in Lincolnshire but I don't know if that could be her.
