There are no restrictions on obtaining death certificates for NYC deaths that occurred before 1949.  You can order a copy from the Municipal Archives:
https://www1.nyc.gov/site/records/historical-records/genealogy.page

Or you can view the records online at your local Family History Center.  The Family History Library has microfilm copies of the NYC death certificates prior to 1949 and has put them online, but access is restricted to their own centers.

None of the NJ certificates are online, but in general there are no restrictions on obtaining a genealogical copy of a NJ death certificate that is more than 40 years old.  Here is the ordering info:
