I am looking for a day & month of 1904 of when this lady was born in Lennoville in Coolgardie, WA
She died 26 July 1993,apart from a birth certificate ,is there any where else I can look ,apart from family trees etc

Have you checked to see if there is a headstone - Freemantle Cemetery - with birth details on it?

I couldn't see a birth notice in paper.

The registration number is 4023/04 ,Could this mean 23/4/1904?

No, 4023 is the reference number assigned by WA BDM.

There's two entries for births indexed under DONZEL ... Lillian's and Marie Louise.  Marie is from 1898 and the reference no. cannot be interpreted as a date in 1898 as it is 3910.
