click on it :)

I have mine on the task bar, so that it is available at all times -
I use it all the time as this :

So to use it at first - you will find it in your programmes.. and then you can set it on the task bar.
When you need it have - whatever it is you want to 'snip' open on the desk top. Pick up the Snipping tool--
The screen will become 'ghosty'  - it has a layer put over the area.   So you then drag the cursor - which is a plus sign over the area you want and there you go.  Dont forget to save it.

I use Firefox as a browser and they also have a "snipping tool" you will need to find it in the add-ons and then add it to the task bar.  Works the same way as Xinia's :D :D

I have mine pinned to the Start menu - nearly as accessible as xinia's solution.

If you need to find the native Windows tool, it's in the Start Menu > All Programs > Accessories. If you right-click the item there, you get options to pin it to the Taskbar or Start Menu. Send To gives an option to put a shortcut on your desktop, though that's not very helpful when the desktop is covered by a browser window.

I had the same problem on a friend's computer when I wanted to use the Snipping tool, and my instructions I wrote down were:
Go to All Programs
type in Snipping Tool
then anchor it to the task bar as others have said

I see arthurk has beaten me to it, with more details  :P
