I don't know much about William I'm afraid, here is what I do know (or surmise)
William Peers married Ellen Williams at Bowden Cheshire on 30th Nov 1800. Both were OTP and I have a probable baptism for Ellen 25th Dec 1783 Frodsham.
William may have been baptised 18th October 1778 at Mobberley Cheshire. Edit, this William is still living in Mobberley 1841 with wife Elizabeth!
I believe their children were born in Manchester, John 1803, William 1807, Ellen 1809, Martha 1816 and Eliza 1820 all baptised at Manchester Cathedral.
I have Ellen Peers with her married daughter (Ellen Crossland) in Dukinfield/Stalybridge on the 1841 & 1851 census and her burial there in 1854.
I have assumed that William had died before the 1841 census and after the conception of Eliza but cannot find a corresponding burial/death/probate record for him in Lancashire or Cheshire.
Any help with this one is very much appreciated
