Dorothy K Shelley and 1939 register

I have been tracing Dorothy whose birth was registered 1921 Croydon. In 1939 she is with her family in Surrey and shows a birth date of 15 Jul 1921. What does not show on the record is her married name. It appears she married Edgar J Goddard 1945 Surrey NE. The marriage registration shows two different spellings of her name. Would this be the reason for a married name not entered on the the 1939 register? It appears that she died 1978 Colchester but the birth date does not agree with the 1939 date.

Presumably the 1939 Register could not be updated with marriage details unless and until proof of marriage was supplied by the individual concerned.  I imagine there would have been cases in which this did not happen.

So if it was up to the individual to inform whoever re a change such as marriage who does for a death?

According to the National Archives

"The Register was continually updated while National Registration was in force, when it was a legal requirement to notify the registration authorities of any change of name or address. This ended in 1952, but since 1948 the Register had also been used by the National Health Service, who continued updating the records until 1991, when paper-based record keeping was discontinued."

So if she married in 1945, she should have informed them.

The marriage registration shows two different spellings of her name.

Sep 1945 Surrey N. E. 2a 217, it says
Goddard, Edgar J. - spouse Shelley
Shelley, Dorothy K. - spouse Goddard

Some mistranscribing on FreeBMD?
Shellay, Dorothy K. - spouse Golddard

I have submitted the corrections to FreeBMD.  All Shellay to Shelley, plus Golddard to Goddard.

Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!

Once the 1939 National Register became the NHS Register, it was updated by notifications from doctors and hospitals.
Or should have been!
There is a conspiracy theory that doctors were reluctant to notify authorities, because their income depended on the number of patients on their books! :-\
