There is a tree, your name, with William’s parents as George Arthur and Georgina. Have you verified this information?

The marriage certificate would give you his father’s name.

Where have you looked? It is difficult. This is all I can see in 1851.

You definitely need the certificate.

From the parish register ...

Baptism in the Parish of St George Hanover Square
25 Jan 1829
William, of Jeremiah & Sarah Webster, Hill Street, Servant

They apparently we're working together in stoke Edith house Herefordshire  in 1871 ( so 1865 sounds correct )
I think william came from London  ??? Around 1840 ???

In the 1871, in Stoke Edith village, Herefordshire (not Stoke Edith House), William is aged 42 (not born around 1840), born in London St George's.
RG10/2693 folio 34 page 7

So a birth around 1829 in St George Hanover Square looks feasible.

This William's sister, Emily Webster, was baptised in Paddington in 1837 (born 1836, from the parish register). If the family were still in Paddington in 1841 they're unlikely to be found, as most of Paddington is missing from the 1841 census.
