Manchester Industrial School, Ardwick Green

I'm researching a soldier who died in WW1.  His name was John Dundrow.  He was born in London in 1895 but on the 1911 census is listed as an inmate at the Manchester Industrial School and I was wondering why he was sent there?  His family remained in London and on his enlistment gave his home address as Mile End, London.

Could it possibly have been something to do with his Apprenticeship?

possibly but it seems a long way to go for a boy from a very poor area of the East End.  I was wondering if his home parish had any connection with Manchester?  thanks

Looking at the 1911 census page most of the boys were from London. This article might explain, it gives the history of the Industrial School
