Hanson - Leeds Electoral Roll

I am researching Thomas Hanson (b 1810) and have found him in the Electoral Rolls for Leeds from 1840 to 1846.  (Ancestry)

In 1840 he has 'Freehold House' as Qualification, whereas in 1846 he has 'Freehold House and tenements' and it names 19 properties.

Does this mean that he owns these properties?

Any guidance welcome.
