I don't think the dog licences were his but those of another Roger -as the Roger you are researching was in London at the time they were issued

there is a tree on line -don't know how well sources it is

Roger Padian1818 Ireland died 1882 Lambeth Surrey
his brother John born 1799 parish Bersil Roscommon (his wife is named as Rebecca)
their father Matthew b 1779

Roger married Catherine 16 Jan 1834 Strokestown Roscommon Ireland
Catherine b 1816 d 1880
no surname given for her

the birth cert of son James b St Lukes Mx should give Catherine's maiden name

I don’t think Jacobum is Roger unfortunately as I think he dies the following year.

Brother John (from 1851 census) gives Roscommon ‘Bersel’ in
1871 /442/84/18

John Padian 73 yrs
Sarah Carr   30 yrs
Rebecca Carr 4yrs

Looking at it it looks like ‘Baselk’ or similar.
There is Baslick in Roscommon  :-\

Not sure if you have them in 1861 - sadly no place of birth other than Ireland and transcribed on one site as ‘Pevadan’
