Passenger list: 'By whom passage paid - E.S.A'?

Had a look at a Canadian Passenger List from 1928 where my great-uncle Charles Sheret is listed.

What does E.S.A mean in the 'by whom passage paid' section? Most others are noted as 'self'. Would this be a sponsor or employer perhaps? According to this list he was planning on staying in the Government Hotel in Regina, Saskatchewan. He remained there (in Regina) until his death in 1980.
