Thomas' parents were: Thomas ROSE b.1821 and Sarah STOKES b. 1822.  Are there census listings? For:

1851: Thomas ROSE, age 30 Rowley Regis
1851: Hannah ROSE age 20 Rowley Regis (sister)
1841: Thomas ROSE age 20 Rowley Regis
1841: Hannah ROSE age 10 Rowley Regis (sister to Thomas - that way I could see parents' info.)

1851: Sarah STOKES age 29 Rowley Regis
1841: Sarah STOKES age 19 Rowley

Likewise Mary Ann SMITH/PARKES' parents:

1851 Joseph PARKES age 16
1841 Joseph PARKES, b.1825 age 6
1851 Hannah SMITH, age 19 Rowley Regis
1841 Hannah Smith b, 1832, age 9 Rowley Regis :-\

Why two surnames for Mary (Smith/Parkes)?

I think you've got some sums wrong on ages for earlier census searches.

1871 Census https://familysearch.org/ark:/61903/1:1:KDDV-256 (?Hannah b 1840-ish has wed Israel Morris)

1861 census https://familysearch.org/ark:/61903/1:1:M7D6-4C4 (no Hannah)

1851 census https://www.familysearch.org/ark:/61903/1:1:SGGD-RCQ (Hannah is aged 10 years here)

Thomas Rose and Sarah Stokes wed AFTER the 1841 census, so she is Sarah Rose in 1851.

1871 Candidate for Mary Parkes (aged 18)

Phillis' birth  seems to be registered as a Smith. Two possibles, one mmn Finch, one with no MMN

Isaac again seems to be registered smith, with no MMN.

Did Joseph Parkes and Hannah Smith ever marry, or just jump the broomstick?

in 1871 b 1827 (44y)

in 1861 Hannah Parkes was 44y? (b 1817)
in 1871 Hannah was 39y (b 1832)

Mary Ann SMITH/PARKES b. 1853 Rowley Regis. Her parents got married long after her birth, so she is registered as SMITH, her mother's name, Hannah SMITH b. 1832, but her dad was Joseph PARKES, b. 1825.

I'm looking for Hannah SMITH b. 1832 Rowley Regis on the 1841 census (about 9 years).
I'm also looking for Joseph PARKES b. 1825 about, RR, on the 1841 census (about 16 years).
