No, she states born Stockport.
I found the family earlier in 1841 in Manchester where it says born in county but Daniel and Margaret the mother are born Ireland.

1841 571/25/7

I am hoping that is the right family. Daniel fits with Heather Julie’s earlier marriage details.

I have tried variations of Pendleton and family first names and area for 1881 but no sign yet. :-\

A couple more random reasons for going missing at census time:
Family may have fallen on hard times and were in workhouse, orphanages or split up and boarding out. Personal details may have been incorrectly recorded or transcribed.
They emigrated then returned. (This is what my aunt's Irish grandparents did, crossing Atlantic twice before finally settling in England c1870.)

The death of Frances Annetta was registered in June quarter 1881.

There's a Frances and a Fanny Pendleton both aged 4 (y.o.b. 1877) in Lancashire on 1881 census.
Death of Frances Annetta was registered in Ardwick sub district as were most of the births.
