I couldn't figure out why I had heard this name before. Then it dawned on me he is buried next to my grandfather at Waikumete (on opposite sides of a walkway). Sometimes I look at his plaque when looking for my grandfathers.  It was bothering me! 

I see R.L.Clegg was a secretery, actually a Civil Servant.

Going to ask some of my family if our family knew him.

There are still Cleggs in the RNZAF, related? Maybe?
