Berwick Quarter Sessions Records - Latin

The attached image is from the Berwick upon Tweed Quarter Sessions Records for 1712. It appears to be part of the grant of a licence to an Alehouse keeper with the name of the applicant and two other names who appear to be sureties. I am however defeated by the Latin! Can anyone help?

Also one of the names appears to be Joms Morton which can't be right. Suggestions?

I can normally bluff my way through a certain amount of Latin but I'm struggling badly with this one.

I think the first name is:  Petr(us) How  [= Peter]

The third is:  Will(elm)us Richardson  [= William]

About the second name, I can say that it's not one of the common forename contractions.

Is there another example of the initial letter nearby?  It certainly could be a J (& therefore could also be an I), but it would be good to be sure.

The text largely has me beaten.

The first word (repeated on the second line) I think is Recogn(?), presumably related to recognosco and presumably referring to a Recognizance.

Beyond that se, dere, Nostr(?), ejus and dict(?) are the best I can do.

Peter How was under recognizance that he owed £10(?) to our Lady Queen

J(?) Morton and William Richardson, his sureties, were under recognizance that they each individually owed £5(?) to the Lady Queen.

J(?) might be Jo(ann)es (= John). Plenty of contracted words here aren’t marked as such.

Sums owed are partly guesswork. All I'm sure about is v (= 5) for the sureties.

Brilliant! Thanks for your help, I can handle Secretary Hand on its own and Latin but both of them combined with contractions simply defeats me.

I have figured out the name, it is ‘Josus Morton’ = Josephus Morton.

This makes sense as Joseph Morton was a Burgess of Berwick at this time.

In that case you'll have spotted my deliberate mistake earlier - it should be recognovit and recognoverunt (wrong endings, sorry).

Josephus looks good to me.

By the way, there's nothing in the extract as posted to suggest any connection with an ale-house licence. He could be under recognizance to appear in court for any number of reasons. So presumably you will have that information from another source.

Obviously they can be viewed at Berwick Record Office, but I'm viewing them at the Edinburgh Mormon Family History Library. Just go to your local Mormon Library.
