The last place I have her is in Liverpool in 1925 according to the electoral rolls.

What name was she under there - Fox?

Yes she was Bertha Fox living with William Fox and Maria Cliffe (her mother) and Robert Cliffe (her brother) at 58 Roscommon Street, Liverpool

The oldest daughter was placed in a mental asylum in 1931 and remained there until she passed away.

She died as Rhoda Fox in 1950

How could she have been living with William Fox in Liverpool in 1925 when he married in Yorkshire as Claire in the same year?

So she's not with her mother and brother on later electoral rolls but there are other ladies at that address with them it looks like?  Maybe she changed her name too.

Just as an aside to William's remarriage:

Divorce wasn't as easy back then, until the "Matrimonial Causes Act 1937" came into effect.
Hence the need to marry under another surname, and to describe his status as bachelor.

Possibly. I feel like I am going around in circles trying to find any information. I have no living relatives that could help me work it out. Me and my daughter have recently been to Liverpool Central Library and even they couldn't work out where she went or what happened to her.

Long shot but it might be worth noting the names of the other ladies living at that address to see who they were just in case it leads to anything you never know.
