Possibly. In England in the late 20th century or thereabouts each diocese had a surveyor, who usually had their own practice but would work for the diocese as required. However, this was on buildings for which the diocese was responsible, ie parsonages and diocesan offices. Individual churches made their own arrangements, and wouldn't necessarily use the diocesan surveyor. I've no idea how much this would have applied to Wales in the 1880s, but it might give you a bit of a feel for how things have been done in the past.
Presumably you know your chap's name? One thing you could do is have a look at the records of the Incorporated Church Building Society on the Lambeth Palace Library website -
