Can't help you with the Court of Inquiry, but note the following from the Freeman's Journal...

4 November: Tommy Wall, who was shot in Tralee, died in the County Infirmary.  Deceased, who was of fine physique, was an ex-soldier and served in France.  He was only about 24 years of age, and was highly popular;
5 November: The funeral of Tommy Wall, an ex-soldier who died from wounds, passed through Edward Street for Kilflynn. The band of the ex-soldiers played the funeral march;
6 November: Tommy Wall, Tralee, was shot through the stomach at Blackpool corner, The Mall, and is reported dead.  He was standing at the corner when he got the order "Hands Up." He got a blow of a rifle-butt, and while running was fired at and shot.

Thankyou, would not have come across that bit of information, it has also added information to say that he was in WW1, I will check medal records now.
