Military birth

Hi,
I'm not sure wether I should have posted this on the Military board! My step-sister was born in 1938 in County Down. Her father was in the military at a camp in or near Holywood. So I am trying to find a birth entry for her. She is Shirley Hull born 1938 and mothers name was McGovern. I have put all this information into Ancestry/Findmypast search engines and have not had any returns. Can someone tell me where I should look for the registration. Would it be Ireland, Northern Ireland or England? Grateful for any help.
