Here's my offering. I straightened the photo and synthesized some minor border areas to cover the missing pieces caused by the rotation. Hope you don't mind.
I just like to do photo restores.

Hi Ryan, I can't help you with what is going on in the photo, but do you think the girls could be just visiting for the day, they are both carrying their coats.

Forgot to state what I think is happening in the image.

Possible marriage in the field/before deployment/on leave? The extra on the right could be a witness. The rolls of paper could be the marriage permit/license. I'm more likely to believe it was before deployment due to the overall condition of the area, the physical condition of the soldiers and uniforms. Possibly also a church in the background on the right, but being unfamiliar with the area, I can only speculate on that. The wagon they stand on harkens back to the old "getting hitched" that goes along with getting married.

Lesser possibilities include:
- post graduation ceremonies for the two girls.
- Religious dedication ceremonies for the two girls.
- Real Estate purchased as gifts for the two women by their relatives or husbands with their military bonuses or enlistment packages.

Just a few ideas. Hope they help.

just my 2 cents.
