Unless the fathers name is on either of the birth certs you have little chance of finding their biological father.

Occasionally - illegitimate children know their fathers names and show them when they marry but more often than not - they make up a name to appear "respectable"

Tamar was born 1846 - no mothers maiden name shown so also illegitimate

FindMyPast has transcribed the name as "Elishe Ann"

Ellen Sutton was b June qtr 1856 - no mothers maiden name shown so she was illegitimate

There is no Thomas Sutton/Harriet Clare marriage found on freebmd but there is this entry

Marriages September qtr 1855
CLARE    Harriet        Wolstanton    6b   100
LEES    Thomas         Wolstanton    6b   100

www.staffordshirebmd.org.uk confirms this couple married at Burslem St Pauls

freebmd

Births September qtr 1838
Ellittia Ann   Clare     Wolstanton &c.    17   262

GRO online confirms the above spelling

When it comes to census entries - you have to allow for a lot of mis-transcriptions.  The enumerator would often write down a "sounds like" version of a name as dialect etc played a big part in pronunciation of more unusual christian names.

Also - the condition of some entries plus poor handwriting make it difficult when it comes to transcribing census entries  You will note that the 1841 entry is not exactly fully legible

and is Fanney the same person as Tamar ?

Births Sep 1845
Fanny Clare   Wolverhampton    17   303  mmn was Martin - 1845 marriage shows George Clare married Elizabeth Martin Tipton (St Martin)

No Tamar Clare showing elsewhere in 1851 so very likely she is Fanney on the 1851 - possibly a nickname

New post re Thomas Sutton/Lees

I see from that post that you already had the full 1855 marriage details as Lees - not Sutton
