Handwriting in French on document.

Please, can anyone help with the handwriting on this.
I can sort of make sense of it but not enough to be sure.
In particular the address and dates are of interest.

I'm trying to make sense of my grandmother's movements.
I have her in Egypt in March 1900 (back of a photo) and the Hotel L'Oasis Luneville Meurthe et Moselle in 1903. Dublin 1904. At the moment we think she was in Paris for about four years before Egypt, I'm thinking this document is from when she returned from Egypt.
I think the occupation is likely to be Governess.

Also does anyone know if you had to register with the local police each time you entered a town/city in France.

Stated to have arrived March, 1900 - address Quai d'Orsay 10 - occupation governess. Declaration dated 19 April, 1901.

Thank you, very interesting.
It's dated just over a year after arrival. I'm thinking now the Egypt photo might have been printed in Paris.
So I need to investigate the photographer.
I've also noticed a explanatory note on the bottom of the police doc that I need to translate.
The address needs searching for.
Lots to do.
