We know the boys deaths were registered:

MOYISE, ANTHONY   0   
GRO Reference: 1946  D Quarter in HAMMERSMITH  Volume 05C  Page 776     

MOYISE, JOHN   0   
GRO Reference: 1946  D Quarter in HAMMERSMITH  Volume 05C  Page 776

and also on Family Search it gives their births:

Anthony MOYISE 
GRO Reference: 1946 D Quarter in Hammersmith  Volume 05C  Page 1467
John MOYISE  Reference: 1946 D Quarter in Hammersmith  Volume 05c  Page 1467

Yet, the GRO birth registers only go up to 1917.  So, were the births registered? Or, am I missing something?

All three regsiters BM and D's go up to 2007,it is only the PDF version via the GRO that goes up to 1917 and 1957 for deaths.You can still see the indexes and order via the normal channels for an actual cert ,costing £9-25.

You will find the births on Free BMD too.

The boys'  births were registered. It's just that they're not on the GRO site because the digitisation project stopped at 1917. You can still get them.

GRO has been piloting a service providing PDF copies of historical birth and death records. The pilot, originally extended to July 2018, has now been extended further to continue to assess longer term demand and there is no planned end date at this time. Further communications will be provided in due course.

Applications for PDF’s cost £6, must be made online and include a GRO index reference. England and Wales records available in this extended pilot include:

Births: 1837 –1917
Deaths: 1837 –1957

Just received the babies death certificates.

They died at the West London Hospital  20 November 1946. Anthony and John  both lived 1 hour. Can't quite make out their cause of death.

Their mother was buried on the 26 November 1946.
