Place name possibly in Wales

Admon 4 day May 1699.

The eldest son of George Hume and Dorothy was born Ruthvin, Wales if that helps.

Although it looks like Delb, I think the l is the downstroke from the y of Dorothy on the line above. I did wonder if it was an abbreviation for Denbighshire but I think there  is a letter between the e and the b.

I am not sure if the second word starts with an R or a P. Ruthin is the obvious thought but it doesn't look like an abbreviation or variation of Ruthin.

If it was Wales,I think the only place it could be is Denb(ighshire) Ruthin.

FindMyPast might have some records.  Also try Welsh Wills:

I think the first word is Dub - for Dublin.  The next bit is possibly Prin Cred = Principal Creditor.

Compare this from a 1694 document:

So it would run like this:

...to Dorothy the wid(ow) and Wm Connolly of Dub(lin), Prin(cipal) Cred(itor)

It is 'Administration Granted' the 4 Day of May 1699, could the abbreviation Clk be Clerk? Wiki mentions Hume under the history of County Fermanagh
