"Record is officially closed" in 1939 Electoral Register

Hi, Everyone,
I realise that the 1939 Electoral Register has been out there for some considerable time, but I have never yet looked into it.  So could someone tell me what the term "record is officially closed" means in a household in Shoreditch, where there are five individuals numbered, 1,2,3,4, and 6, and named.  But this term against a number 5.
I imagine there are many on here who can put me right straight away!

Individual's records remain closed for 100 years from their date of birth (100 year rule).  Records remain closed for people born less than 100 years ago until proof of death is verified.
