If you know about Otley Museum, the following may not be new to you, but just in case...

First, there's a mention of David Payne and some photos in the book "This Little Town of Otley" by Harold Walker (1974).

Second, the Gravestone Photographic Resource website lists numerous Paynes who are commemorated in Otley Cemetery. The site has thumbnail photos of the memorials, and larger copies can be requested. Details at
https://www.gravestonephotos.com/public/cemeterynamelist.php?cemetery=1221&limit=3801

The memorial for Frederick Payne appears to have no less than 27 names on it, with many of the relationships transcribed - is that a record?
Researching among others:
Bartle, Bilton, Bingley, Campbell, Craven, Emmott, Harcourt, Hirst, Kellet(t), Kennedy,
Meaburn, Mennile/Meynell, Metcalf(e), Palliser, Robinson, Rutter, Shipley, Stow, Wilkinson

Census information is Crown Copyright, from www.nationalarchives.gov.uk
