1841, William Topping

I've found William Topping on the 1841 census, aged 16-20, in Holborn.  It's page 21, HO107, 670/14.  He's in an institution headed by the Bast family.  Can someone please tell me what the institution is?
Godden in East Sussex, mainly Hastings area.
Richards in Lea, Gloucestershire, then London.
Williamson in Leith, Vickers in Nottingham.
Webb in Bildeston and Colchester.
Wesbroom in Kirby le Soken.
Ellington in Harwich.
Park, Palmer, Segar and Peartree in Kersey.

Not an institution - it’s a normal household census summary page. 

William Best (rather than Bast) is a tailor, and William Topping, 16, is an apprentice tailor, so the former was probably the boss of the latter.

There’s no reason to think age 16 means 16-20; 16 isn’t a rounded number, and neither are the others on the page.

Thanks, I realise the inaccuracy of the age - he was actually 21.  FS seems to have got a bad transcription on this one.
