It's quite clear he's an undercover dog disguised as a duck. I believe they were used to catch poachers.
Fido Mallard was the most successful...well until the duck hunting season started anyway.

I'm pretty sure there's an Irish census form somewhere which includes a dog.  He is called Rags and is described as a rat catcher, or something similar.   ;D
