Am having trouble with something written on Samuel's first set of army notes, posting for some help here as I can't work out if it is a street in Leicester written after the number 3 or family, he would be 21 and not married as I know of at this point, he is single army census 1891. Can anyone make out what it says please

I think the big loop is attached to Leicester,
I think the first word in the street is "Lower"
