Stuck finding birth record

I have been able to find a number of records relating to my Great Great Grandad Thomas Small I believe he was born in Ashcombe or Bishopsteighton in Devon around 1838. His marriage certificate gives his fathers name as Thomas. Searching the GRO the only (seemingly) possible match turned out at a dud as father was Bartholomew. I have a possible mother's maiden name from another researcher as Knott, that has drawn a blank too. Have tried serching under Smale as well as it sometimes get transcribed wrong as that. Any ideas where to look next? Is it parish records?

thanks, well that would certainly fit. Ann(e) Knott is the possible maiden name of his mother. :)

This looks like the same family in 1851 minus Thomas at Therieam, Bishopsteignton, Newton Abbot

Thomas Small   49   1802   Ag Labourer Bishopsteignton, Devon
Anne   Small  53   Schoolmistress   Bishopsteignton, Devon
Mary A Small   Daughter   17   1834   Servant   Bishopsteignton, Devon,
James Small   Son   9   Bishopsteignton, Devon

I think the son James is registered on the GRO Birth Index as

JAMES  SMALE   mmn   KNOTT   
GRO Ref 1841  D Quarter in NEWTON ABBOT  Volume 10  Page 132

In 1851 son Thomas ?  At Suton (or Luton) Village, Bishopsteignton

James Vooght 36 1815   Farmer Of 160 Acres Employing 3 Men 1 Boy   Bishopsteignton, Devon
Anna M Vooght   31 Bishopsteignton, Devon
John   Vooght   2   Bishopsteignton, Devon
Robert Small   Servant   Male   24   Farm Servant   Exeter, Devon
Thomas   Small   Servant   14   Farm Servant   Bishopsteignton, Devon,

Marriage  - 14 Sep 1824  Bishopsteignton
Witnesses William Nott and Richard Boone
Both Bride and Groom of the Parish -Ann signed her name and Thomas made his mark

Looks like Thomas was born pre civil registration

Baptism 2 Apr 1837 Bishopsteignton
Parents Thomas (Labourer) and Ann  of Linton???

Awesome, yes it is starting to come together I think, this makes sense as well, knowing his eldest son was named James too (my Great grandad).
