Reginald J. Baker Bronze Star c.1944

I just received this photo of my grandfather being awarded the Bronze Star by U.S. Secretary of the Navy, James Forrestal. Not sure where this took place, but I see an awful lot of sailors! Possibly onboard a ship.
I would be very grateful for a restore/ bit of color. I promise this will be the last for a while  ;D
