Could it mean the place called Borstal near Rochester in Kent?  Rather than a young offenders' prison?

maybe. I have looked at the place but it seems it was for younger offenders. Fred was 19 at the time and he did get detention for being absent for 6 days therefor avoiding the draft

Not sure what's meant by this. There was no Draft ( conscription) until 1916.
As a Special Reservist he would be officially already in the Army although back at his original civvy job until required.
Agree with Carol Borstal Kent. The Army had it's own prisons.

Borstal, Rochester, was a male juvenile prison, it  acquired that function in 1902 when  the Convict Prison was taken over for that purpose. It was for young criminals whose ages ranged from sixteen to twenty.
