I don't know whether its the best but I use PhotoBox at http://www.photobox.co.uk/

It does what I want.

Thanks for the recommendation.  Two hours later, I have a family history photo site up and running with some of the photos I haven't used properly on my own site.

I used pbase, they are reasonably priced and very easy to use.
